The CLEAN ATM project is essential for modernising and decarbonising the aviation industry. Bringing together 39 civil and military entities in 21 European countries, the initiative aims to improve air traffic management with advanced technologies and sustainable practices.
Key focus areas include the integration of airport operations plans to optimise efficiency, the introduction of the free-route airspace concept to reduce flight times and CO2 emissions, and system-wide information management for greater automation.
A concrete example is the BEACON implementation project, in which SEA Milan Airports is involved, which aims to modernise operations through the evolution from the current A-CDM to the Extended Airport Operations Plan (eAOP), and the integration between the AOP and the Network Operations Plan (NOP). Thanks to the BEACON project, Milan Linate and 6 other major European hubs will be able to adopt these innovations by 2027.
THE PROJECT
The project CLEAN Air Traffic Management (ATM) co-financed by the European Programme Connecting Europe Facility for Transport (CEF-T), coordinated by the Sesar Deployment Manager (SDM), represents a vital step forward in accelerating the modernisation and decarbonisation of the aviation industry in the years ahead. Focusing on delivering major advances in air traffic management, the initiative brings together 39 civil and military stakeholders from across the European aviation ecosystem in 21 countries, comprising airlines, air navigation service providers, airports, meteorological providers, the EUROCONTROL Network Manager and military authorities, all united towards achieving the common objective of further decarbonising the aviation sector.
FOCUS
CLEAN ATM will help in accelerating the adoption of ATM functionalities and technologies, including:
- Extended Airport Operations Plan and its integration with the Network Operations Plan – the adoption of a rolling plan for major European hubs which will help reduce congestion, delays, unnecessary carbon and noise emissions, and improve overall passenger experience.
- Free Route Airspace, an operational concept that allows aircraft to fly shorter and more direct routes when crossing European airspace regardless of national borders, reducing flight times, and allowing for a significant reduction in CO2 emissions into the atmosphere.
- System Wide Information Management, a set of common standards, protocols and services to further digitalise the aviation industry, opening the door to further automation and the delivery of efficiencies in the way air traffic management is run on a daily basis.
When combined, these technologies will enable air traffic management in Europe to become smarter, interoperable, safer, more resilient and more environmentally sustainable.
SEA's aims at upgrading the current Airport Collaborative Decision Making (A-CDM) operations into Extended Airport Operations Plan (eAOP), a rolling plan that allows Milan Linate airport to reduce congestion, delays and unnecessary carbon and noise emissions in their day-to-day operations. Through the integration of these Plans with the Network Operations Plan (NOP), overall benefits will propagate across the Network, enabling for further efficiencies of air traffic. This implementation project will lead to the adoption of these elements by 2027 in 7 major European hubs (Athens, Hamburg, Malaga, Milan Linate, Prague, Stuttgart, and Warsaw).
